  2. The photo was taken at the end of a sunny day at the beach. I have just checked my previous set of photos for the day; one family of four children and their mum didn't seem to have hats on, but the other family of three children, mum, and gran and grandad, did wear their hats all day. Not insignificantly, the hat wearers all come from Canberra / Queanbeyan, and the hat non-wearers all come from the coast and swim regularly. Make of it what you will.
